N. Korea Nuclear Test Aimed at Obama's Speech

The timing of North Korea's nuclear test seems obvious: the eve of President Obama's State of the Union speech, which, according to media reports, will include disclosure of plans for a sharp reduction of U.S. nuclear weapons.
