Iran's Deputy FM Says Nuclear Deal Includes 'Non-Paper'

Iran's deputy foreign minister for legal and international affairs, Abbas Araqchi,  says Iran's interim nuclear agreement with the P5+1 includes a 30-page "non-paper"--a diplomatic term of art for a non-binding text that is usually used to propose a framework of an agreement.

Araqchi is Iran's senior nuclear negotiator. His disclosure of a non-paper is likely to fuel suspicions of appeasement of Iran by the six world powers, namely, the five permanent UN Security Council members--United States, Russia, China, UK and France--and Germany, especially if he and other Iranian officials misrepresent the document, assuming it exists, as a secret agreement (favoring Iran).
